The short answer
Buying Instagram followers is safe or risky depending on what you buy. Bot and fake-account followers break Instagram’s rules. Instagram removes those accounts, and your count drops with them. Followers who arrive through paid ads are real people who chose to follow, and Instagram treats them like any other follow.
It is not illegal in either case. The risk is with Instagram, not the law.
What Instagram’s rules actually say
Instagram has a Help Center page called Why you should not use apps that offer likes and followers. It says three things clearly.
- Apps that give you likes or followers in exchange for your login are not endorsed by Instagram. With your password they can read your messages and post spam as you.
- Accounts that generate inauthentic activity go against the Community Standards. Instagram may remove the likes and follows those apps created.
- Accounts that keep using these apps may have parts of their account limited. In the worst case the account may be disabled or terminated.
Meta’s Spam policy adds one more line. It does not allow “selling, buying, or exchanging for engagement, such as likes, shares, views, follows, clicks.” That policy applies to Instagram.
There is also a softer penalty. Instagram’s Recommendations Guidelines say it tries not to suggest accounts that repeatedly used misleading practices to build a following, such as purchasing likes. Is it illegal?
No. We know of no law that punishes a person for buying followers. Instagram’s Terms of Use are a contract between you and Meta. Breaking them can cost you reach or your account. It cannot get you fined or arrested.
The Terms do ban some related things. You cannot create accounts by automated means. You cannot buy or sell an account. You cannot create an account for someone else without their permission. Bot sellers break these rules, not the buyer.
Why fake followers disappear
Instagram removes fake and disabled accounts on a routine basis. Its Help Center says your follower total can change “even within a short time” because of this. When a fake account is deleted, every follow it ever gave is deleted too.
So a bot order works like this. Your count jumps by 1,000. Weeks later it falls by 600. The profiles that remain have no photos, no posts and strange names. Anyone who checks your followers can tell.

- Raise your follower number.
- Make your profile look established to a new visitor.
- Help you cross a line that a brand or a feature needs.
Buying cannot:
- Make people like or comment on your posts.
- Make Instagram show your Reels to more people.
- Turn followers into customers.

How to judge a seller
Run any seller through this list. Skip them if they fail one.
- No password. They should only ask for your username. Anyone who wants your login is a risk, and Instagram says so.
- Clear pricing. You should see the price and the amount before you pay. No hidden fees or surprise subscriptions.
- Gradual delivery. Real people do not arrive 2,000 at a time. A seller that promises instant bulk delivery is using bots.
- A refund policy. It should be written down. Read it before you order.
- Real support. Send a question before you buy. See if a human answers.
- Years in business. Bot shops open and close fast. A seller that has been around for years has customers who came back.
One more check. Watch your count for a month after any order. Use our free Instagram follower count checker to see the exact number. Instagram rounds numbers on profiles, so “5K” may hide a drop of a few hundred. A count that holds is the real test.
